When must I register my address after arriving in Türkiye with a residence/work permit issued at a Turkish consulate abroad?

If you obtained an ikamet or work permit through a Turkish consulate abroad and then entered Türkiye on it, you have to register in the Adres Kayıt Sistemi (MERNİS) within 20 working days of entering Türkiye. The clock runs from the entry date, not the permit-issue date.

This is the consulate-issued counterpart to permits-09, which applies when the permit is issued inside Türkiye and runs from the card-issue date.

  • Both rules exist; both are 20 working days; the trigger differs. Don't conflate them — the wrong start date burns your buffer.
  • Failure to register on time triggers administrative fines and creates complications at the next ikamet renewal. The Müdürlük flags the gap.
  • "Working days" excludes weekends and Turkish public holidays, giving roughly 28–30 calendar days. Don't lean on the calendar margin.
