No. A first-time student ikamet application has to be filed while you are still within your visa or visa-exemption period. Applying after that period closes creates serious problems with how the application is accepted — in the worst case it's treated as an irregular-stay case rather than a normal first application, which slows everything down and can trigger fines.
The rule is in the Göç İdaresi Öğrenci İkamet İzni brochure under "Dikkat Edilmesi Gereken Hususlar." It applies whether you arrived on a tourist visa, a student visa, or a visa exemption — the test is the period printed in your entry stamp.
Watch-outs
- Tourist visas to Türkiye are typically 30–90 days. The last week of your visa is not when to start registering at the university and applying.
- Visa-exemption periods (for nationalities that don't need a tourist visa) follow the same rule. The exemption clock is shorter than you think — usually 90 days within a 180-day window — and it stops when the period ends.
- Starting the ikamet process the same week you register at the university is the safe pattern. Day-of registration is even better.
- The "I'll just leave and come back to reset the clock" workaround is unreliable for student status. Border control increasingly refuses re-entry on the same visa basis when they see prior recent stays.
