What special work-permit rules apply to KKTC (Northern Cyprus) citizens?

KKTC (Turkish Republic of Northern Cyprus) citizens have two notable advantages under Implementation Regulation 6735 Article 35.
Public-sector work without a permit. KKTC citizens can work in Turkish public institutions without obtaining a work permit at all.
Private-sector work permits. For private-sector roles, KKTC citizens do need a permit, but two things change. The standard evaluation criteria under Article 22 do not apply, and permits can be issued for up to 5 years per application — not capped at the standard 1-then-2-then-3 progression that other applicants navigate.
