Who is exempt from work-permit evaluation criteria (employment ratio, financial, wage)?

A set of categories have their work permit applications evaluated without the standard employment, financial, and wage criteria. The categories:

  • Family ties to Turkish citizens — foreigners whose parent or child is a Turkish citizen.
  • Humanitarian residence permit holders (insani ikamet izni).
  • Trafficking victims with residence permits issued under the protection programme.
  • Stateless persons holding a Vatansız Kişi Kimlik Belgesi.
  • Long-term residence permit holders (Uzun Dönem İkamet İzni).
  • Spouses of Turkish citizens married for at least 3 years.
  • Long-term residents — foreigners who've legally lived in Türkiye for at least 8 years under any combination of work permit, short-term, family, long-term, or humanitarian residence permit, or trafficking-victim permit.
  • Turkish-origin foreigners (Türk soylu) declared as such by Interior or Foreign Ministry, and those approved by CSGB under international workforce policy.
  • KKTC citizens (Turkish Republic of Northern Cyprus).

Watch-outs
  • Exemption is not an automatic permit. Being in an exempt category means the standard criteria don't apply — CSGB still evaluates the application on its merits.
  • For the 8-year residence exemption, student-residence-permit time is counted in the D-Bölümü 1.1(f) rule, but not counted in the separate 3-year-out-of-5 exemption in A-Bölümü 4.1. See work-18 for the distinction.
  • "Turkish-origin foreigner" status is determined administratively, not self-claimed. The Interior or Foreign Ministry issues the declaration.
