What is the 20-day address registration rule?

Once you receive your residence permit card, you must register your physical address with the Civil Registry Office (Nüfus Müdürlüğü) or the Provincial Directorate of Migration Management within 20 business days.

This is called Adres Beyanı (Address Declaration) and it is non-negotiable.

How to register: book an appointment via e-Devlet using your Foreign ID Number (YKN), then bring rigorous proof of your address.

Acceptable proof of address — depends on where you live:

You'll also typically need recent utility bills in your name or the landlord's, and proof of the property's DASK (compulsory earthquake insurance).

Watch-outs
  • Airbnb addresses are not accepted. Same for hotel rooms, hostels, and informal short-term arrangements. Use one only as a temporary base while you find proper housing.
  • Failure to register within the 20-day window cascades: administrative fines, suspension of your existing permit's validity, and rejection of future renewals. The legal stay you were granted can quietly evaporate.
  • The 2022 regulation requiring the landlord to physically attend the notary is enforced. If your landlord refuses or "is busy," you cannot register that address — find another property before signing.
  • The card is step one. The address declaration is step two — and step two is what completes your legal residency, not the card alone.
