What's the 2026 Belge Bedeli (document fee) for any Turkish residence permit?

The 2026 figure is 964.00 TL, flat, for every residence permit issued during the calendar year. The number was set by Muhasebat Genel Müdürlüğü Genel Tebliği No. 97 and published in the Resmî Gazete on 24 December 2025. The Belge Bedeli is the "valuable paper fee" (Değerli Kâğıt Bedeli) — the price of the physical card stock and printing itself, not the residence permit tax. Every applicant pays it, regardless of nationality, regardless of which of the six permit types you're applying for. The bilateral tax-exemption treaties Türkiye has with some countries (Czech Republic, Denmark, Ireland, and a handful of others) waive the residence permit tax (harç), but they do not touch the Belge Bedeli. If you are exempt from the harç, you still pay the 964 TL document fee.

Watch-outs
  • The Belge Bedeli is the document fee. The harç is the residence permit tax. They are not the same. They go to different accounts and require different receipts.
  • No country is exempt from the Belge Bedeli. Bilateral treaties exempt the harç only.
  • The number resets every 1 January based on Muhasebat Genel Müdürlüğü's Genel Tebliği for that year. Whatever figure is current here is for the 2026 calendar year — re-check this fact in January 2027 for the new number.
  • Pay through the official channels: PTT, Ziraat Bankası counters, or e-Devlet payment. Third-party cash collectors and middlemen pop up around foreign-resident neighbourhoods around appointment time — they take a markup and sometimes the receipt is rejected.
